Senior Officer, HR Governance
Job Purpose
The position holder is responsible for:
1. Coordinate in advising, proposing & working with related functions to amend and set up regulations, policies in line with the practical operation of the units and changes in relevant legal regulations.
2. Being contact point to report, manage risks in HR management activities
Key Accountabilities (1)
1- Behavioral attitude:
- Strictly comply with the Bank's regulations, rules, procedures, instructions, etc.

- Commitment to service quality (SLAs) assigned.
Key Accountabilities (2)
2- Take the main responsibility for the work;
- Analyze, propose, develop, adjust, advise and compile policies, regulations, processes and guidances, as assigned in accordance with the organizational structure from time to time and in accordance with regulations.
- Coordinate in implementing work related to regulations, policies, guidances.. such as: organizing project participation, training, communication, guidance, consulting ... according to actual requirements or when requested
- HR representative (as assigned) to work in coordination with other units in TCB to implement work related to regulations, policies, processes, guidances, ...
- The focal point for reporting, managing risk, and supporting risk-related units in human resource management activities.
- Update information about changes in the Bank's policies and the policies/laws of the State to make recommendations to adjust HR policies accordingly.
- Analyze and evaluate the effectiveness of Policy Regulations after revision/promulgation. Consulting & recommending solutions as assigned
Success Profile - Qualification and Experiences
Domain Expertise
- 05 years of experience specializing in human resource policy, labor law or general human resource management experience
- Understanding the organization: Understand the structure of functions and tasks of the units throughout the system; Understand core values; Understanding TCB's vision/mission
Understanding HR's products:
- Understand the requirements of service types & service quality of the Human Resources Management Division for the system
- Understand product & service quality requirements from tasks within the scope of responsibility
Understanding the rules/operating procedures in the unit
- Understanding of regulations/operating procedures in coordination with HR Centers & units in the system according to current Processes/regulations
Qualifications
- Bachelor's degree
- English: in accordance with Techcombank regulations
