Senior Manager, Strategic and Performance Debt Collection (40001231)

Job Purpose

- Enhance efficiency in debt settlement activities, optimizing costs through managing the development and implementation of unsecured collection strategies
- Enhance the ability to respond to the need regarding developing customers of the system through the construction of an easy-to-expand, scalable, highly professionalized "factory model" unsecured debt collection operation method with the support of developing a modern tool platform that meets international standards
- Ensure the connection between debt collection performance indicators and assigned targets, motivate employees in the operation by managing construction, assigning KPI targets / evaluation methods, measuring operational efficiency for departments / each employee in the center
- Improve staff working capacity through implementation of training and assessment of operational quality
- Contribute to improving efficiency of credit activities by ensuring effective coordination and responses with the Debt Transferor.

PEOPLE MANAGEMENT

- Manage team performance & provide feedback regularly (following the annual performance management cycle);

Key Accountabilities (2)

Organizing, managing operation system
- Prepare and deploy work plans according to management scope
- Be responsible for the entire operation, operating results of the work in charge
- Ensure that the operations of the department comply with policies, regulations, processes, and internal instructions ...
- Advise the Center Director / Head of the department in improving the work of the department in a more efficient approach.
Professional responsibility:
1. Propose development/ modification of regulations, procedures, operating instructions, parameters (including but not limited to customer segmentation, selection of suitable processing channels, distribution of records, determination of setting the priority order, ...) in the operation of unsecured debt recovery.
- Be responsible for proposing / building / changing regulations, guiding the operation of unsecured debt collection for all operations, ensure the efficiency of debt collection activities at AMC and comply with the law.
- Responsible for the development of parameters and principles in the operation of unsecured debt collection

3. Managing the Development of KPI / Target settings for departments in the unsecured debt collection center, including principles and methods of evaluating / measuring / recording the efficiency of debt collecting activities for each department / Operational staff
- Be responsible for building the principle of allocating objectives, debt recovery work plans for departments in unsecured debt recovery.
- Be responsible for building a method of assessing, measuring and recording the efficiency of debt collection for each division / employee operating in the unsecured debt collection center, ensuring full, fair and responsive reflection of the actual work results for each department / individual
4. Effectively manage debt collection handling activities of debt collection operators and outsourced partners:
- Responsible for developing report templates, unifying principles of data acquisition, data calculation to meet operational and management needs.
- Control the collection of reports on debt collection performance of operating divisions to evaluate, analyze, report and propose remedial plans (if any).
5. Managing the feedback interaction in collection of unsecured debts between AMC and all parts of the bank in order to enhance and improve the debt management system:
- Manage the coordination with processing units to ensure accurate and timely information processing, give suggestions and solutions to the case handled by the department in charge.
- Control the organization of exchange meetings, confirmation on the content of interactions / feedback, propose solutions to improve the quality of information and data exchange or to resolve requests and complaints from customers better
6. Develop evaluation criteria, conduct assessment and propose the selection of outsourced partners to competent authorities.
7. Manage the efficiency of debt collection activities by debt collection partners, make sure that these activities meet assigned debt recovery plans / KPIs:
- Develop and assign specific KPIs and clear measurement system to partners
- Evaluate the partner's performance, propose changing partners in case of need to ensure the achievability of the assigned debt collection plan / KPI.
- Manage and provide support for employees during the operation

Key Accountabilities (3)

8. Manage activities of supervising the implementation of debt settlement activities, ensuring compliance with partners' commitments, minimizing risks of outsourcing activities.
9. Manage the receipt and resolve problems related to debt collection partners: implementing the risk reduction plan; fraud detection, policy advice, product regulations, ...:
- Control the progress and effectiveness of handling problems arising with debt collection partners
- Decide the contents / opinions to discuss with debt collection partners
10. Manage the coordination and implementation of construction / technology conversion projects / debt collection tools for the whole system, ensure to maintain the operational efficiency of debt collection technology / tool systems:
- Suggest ideas on the content of building / converting technology / tools to recover unsecured debts
- Control the communication content and guide the use of the DMS system in the unsecured debt collection center
- Manage coordination with internal and external departments in understanding, evaluating, and identifying solutions to guarantee smooth and efficient operation of technological systems/debt recovery tools.
11. Manage the formulation / adjustment of bonus policies for employees of the unsecured debt collection center
12. Manage the organization of training, communication and improving capacity for debt collection.

Perform other related tasks at the request of upper-level managers

Key Relationships - External Stakeholders

- Professional departments/branches/transaction offices of the debt transferor; - Competent state agencies such as local authorities, police, courts, procuracies, judgment enforcement,... - Other relevant organizations and individuals.

Success Profile - Qualification and Experiences

Degree / Professionalism: University graduates or higher education level, priority given to those graduated with major in statistics/ modeling.
Experience:
- Specialization: 3 years in the field of strategy / information system management / risk management / data / portfolio management.
Management: 3 years of experience in management.
English: In accordance with the Company's regulations from time to time.
Expertise:
- Understanding of portfolio management, system administration, building strategy
- Prioritize knowledge of model building
- Experience in the field of portfolio management, unsecured debt settlement strategy is prefered.
- Priority is given to those with professional knowledge in the fields of economics, banking and finance.
- Understand the system and products of the Debt Transferor and the debt settlement policies of the Company
