Job Purpose

The Job Holder: 
- Responsible for the implementation of strategic technology projects, ensuring the strategic objectives of the bank;
- Ensure the consistency of IT investment projects with IT strategic roadmap, business strategy and investment plan
- Develop and renew processes, operating instructions, moving forward to apply Agile method in IT Division's activities  

Key Accountabilities (1)

1. Administration and managing work: 
- Coordinate with related units to build annual technology plans, evaluate the priority of technology initiatives and projects;
- Build portfolio management capabilities, including the monitoring of project schedule, quality and budget. Setting up tools and reporting system on project status.
- Build project governance capabilities, including planning, resource allocation, finance, identification of key technology competency scores by project specificity, management of user/sponsor expectations, progress, risk, communication plan, project member and dependency (if any).
- Build agile capacity for projects and increase Agile application in other units across the Bank
- Enhance project management team with regional skills (including: building headcount plan, coordinating resources, training, enhancing next generation, building a career roadmap for employees,  building mechanism to assign, record and evaluate the employee's performance, ...), ensuring adequate and qualified resources are maintained.
- Build project management process.
- Responsible for general implementation of technology projects, ensuring projects are implemented in accordance with the timeline, scope and budget. Participating in project to give more direction when needed.
- Report periodically to the CIO and BOD on the project health status.

2. Risk Management and Compliance:
- Responsible for the development of policies, regulations, procedures, guidance on project management activities.
- Control and ensure the compliance of the unit's activities with policies, regulations, processes and instructions.
- Identify risks of the unit during operation, coordinate with related units to build methods of measuring, assessing and minimizing risks.
- Direct and guide the Project Management team in identifying and managing project issues and risks.

3. PEOPLE MANAGEMENT
- Oversee human resources planning and execution (headcount & costs) of their function
- Attract, onboard and retain the right talents for a high- performing team
- Establish and communicate function and individual KRAs/ KPIs, goals, action plan, expectations and results to reporting line
- Manage function performance & provide feedback regularly (following the annual performance management cycle);
- Define team’s capability requirements and enable team member’s professional and personal development through capability assessment, training, coaching & feedback, mentoring, etc.
- Motivate and recognize team members’ contributions towards the team’s shared goals
- Identify and monitor personal, professional development and career advancement of talents in the function
- Act as a role model and promote corporate culture at function level
- Understand & communicate relevant HR offerings to team members.

Success Profile - Qualification and Experiences

Qualification:
- University degree or higher, majoring in finance / economics / banking / business administration / computer science
- Foreign language level: English, Level 3 (TOEIC = 650 - 699) / or as prescribed by TCB from time to time
Experience:
- Possess Project Management Professional Certificate (PMP / Prince 2)
- PgMP certified (preferred)
- 15 years of exprience, minimum 6 years of in professional project management and mininum 10 years of people management. 
- Knowledge of IT systems
  Banking system knowledge and/or experience (Critical systems like Core banking, e-banking, treasury, data warehouse, payments, etc.)
- Mastering advanced IT management methods and practices such as ITIL, COBIT
- Foreign language level: English, or as prescribed by TCB from time to time
